A 35-year-old Winchester, Kentucky man was arrested Friday
night after blocking traffic on U.S. 1 and jumping on the hood of a car.
Brandon Scott Black was charged with disorderly
intoxication, obstruction of a highway and resisting arrest.
Deputy Corbin Hradecky responded to the 3500 block of the
Overseas Highway at approximately 8:41 p.m. after receiving reports of a
disorderly subject on or near U.S. 1. Deputy Hradecky saw a line of cars
slamming on their brakes and honking their horns. Deputy Hradecky arrived to
see a man, later identified as Black, standing on the hood of a vehicle stopped
on U.S. 1. Black was jumping up and down. Deputy Hradecky ordered Black down
with his Taser drawn. Deputy Nerelys Vidal attempted to handcuff Black, but
Black attempted to run away and pulled away — ignoring commands to stop
resisting. Black was handcuffed shortly thereafter.
Black told Deputy Hradecky he wanted to get the Deputies’
attention when asked why he jumped on the vehicle. Black stated he was going to
meet the president. Deputy Hradecky noted Black’s speech was slurred and that
Black showed other signs of impairment.
The woman driving the car stated that Black walked in front
of her vehicle, stopping traffic on U.S. 1, then got on the hood of her vehicle
whereupon he began jumping and dancing. The woman stated she yelled for Black
to get off her vehicle, but Black did not get off her vehicle until Deputies
arrived.
Black was taken to jail.
